Those program participants who are placed on Home Detention for an open-ended period of time, who demonstrate good behavior, will be evaluated for possible placement on Trust House Arrest. Program participants become ineligible for Recreational Passes for any Level 2 or Level 3 violations for a minimum of 1 week. If they have one Level 1 violation then they will receive only a two-hour pass. Four-hour Recreational Passes are given when a program participant goes a week without any Level 1 violations. Upon completing the first two weeks of Home Detention, the program participant becomes eligible for Recreational Passes. Juvenile Community Corrections believes it is important to recognize and reward the positive achievements of those placed on Home Detention. At those hearings the court will decide if the juvenile is to be detained for their own protection or that of the community. The focus becomes community safety so the juvenile is returned to court for a status or modification hearing. Responses to Level 3 Violations are targeting continual, repeat, antisocial / maladaptive behavior, dangerous or threatening behavior, or criminal delinquent activity. Whenever possible, responses are discussed with parents to get their input and solutions. Level 2 Violations also include acts that are seen to be more serious (presenting higher risk) or may endanger the juvenile. Responses to Level 2 Violations are designed, in part, to address repeat level 1 violations that were previously addressed by staff, yet the participant has not begun to comply with our expectations. Responses to Level 1 Violations will address behaviors that do not present immediate safety concerns for the community but, if left unchecked, may increase the juvenile’s risk to re-offend over time. The flow chart is easy to follow and understand but is still explained in detail to the juvenile and parent at orientation, or as needed. We believe this provides the juvenile with solid proof of what they can expect for not adhering to expectations.
